FDIC to propose Treasury loans for homeowners: report

Federal Deposit Insurance Corp. Chairwoman Sheila Bair will reportedly propose the government be allowed to offer loans to homeowners, marking the latest move to help strapped borrowers and the floundering mortgage market.
